Back to basics- Short Wave?

Thinking out loud here but many areas in need most do not have regulations to worry about for radio licensing so the tried and proven short wave transmission might be a great option for long range communication. I realize this is not new and widely used now- but is there an option to make it uber-cheap or more accessible/user friendly?

Perhaps a super basic user interface/antenna/transmitter?
